Causing fear and panic

The National Democratic Congress (NDC) wants the Bureau of National Investigations (BNI) to ‘arrest’ Hon. Kennedy Agyapong, the NPP MP for Assin North for making a statement that is likely to cause fear and panic. Which one is this statement.
